Huaiyang Electric Vehicle Anti-theft System

In order to actively implement the key livelihood projects in Huaiyang County in 2018, effectively prevent and combat the illegal and criminal acts of electric vehicle theft, and protect the property safety of the people, in accordance with the relevant regulations of the country, provinces and cities, the Public Security Bureau of Huaiyang County has decided to carry out the intelligent anti-theft registration work for electric vehicles within the entire area of Huaiyang County starting from August 1, 2018. The relevant matters are hereby announced as follows:
1. Registration objects: Electric vehicles currently on the road in Huaiyang County and newly purchased electric vehicles. When handling the registration, an anti-theft registration license plate and an electronic anti-theft device will be installed for each electric vehicle.
2. Registration time: The centralized registration period is from August 1, 2018 to October 30, 2018. After that, it will enter the stage of regular registration management.
3. Registration locations: The centralized registration locations are the centralized registration points set up by the public security organs and the major police stations in Huaiyang County. After entering the regular registration management, the registration locations will mainly be the authorized electric vehicle sales stores.
4. Required materials: (1) The "Resident Identity Card" of the applicant; (2) The original purchase invoice (or receipt). If the legal purchase certificate cannot be provided but the vehicle is indeed owned or used by an individual, the applicant shall sign a commitment of origin, and the vehicle will be registered and filed as appropriate.
5. Reduction and exemption matters: In order to reduce the burden on citizens, we have jointly launched the following preferential activities with Huaiyang County Mobile Company and China Life Insurance Company:
(1) Recharge 200 yuan and get 200 yuan of phone bill back, and get 3-year anti-theft insurance and anti-theft electronic device for free;
(2) For non-China Mobile users, pay 100 yuan to buy 3-year anti-theft insurance and get an anti-theft electronic device;
(3-year anti-theft insurance: If the stolen vehicle cannot be retrieved, a new vehicle will be compensated 1,200 yuan per vehicle, and an old vehicle will be compensated 600 yuan per vehicle)
After the centralized registration period expires on October 30, 2018, the public security organs will increase the intensity of road inspections and conduct investigations and punishments in accordance with the law on electric vehicles that have not been registered for anti-theft, cannot produce valid certificates, and have an unclear origin.
